Tenderloin Community Action Plan

I managed the Tenderloin Community Action Plan to turn neighborhood priorities into funded projects. Working with residents, community organizations, and City agencies, I coordinated a $4 million investment and a broader portfolio of more than 25 projects. The work combined immediate improvements with a longer-term investment strategy for the neighborhood.

My work included:

  • Using participatory budgeting to give residents and workers a direct role in deciding how neighborhood funds were spent.

  • Supervising a four-person team and coordinating work on small businesses, youth services, public spaces, and housing.

  • Aligning City agencies, community partners, funding, and implementation responsibilities so selected projects could move forward.

  • Supporting early projects while developing an Investment Blueprint to guide longer-term investment and partnerships.

More than 1,400 residents and workers voted in the participatory budgeting process. One resulting investment was $500,000 in seed funding for Code Tenderloin’s Night Navigator program, which connected people with support overnight and later secured continued funding from the Department of Public Health. The Investment Blueprint was released in June 2025.
